LA CHINE, L’ALLEMAGNE ET LE DON DU BATIMENT COMMUNAUTAIRE A L’UNION AFRICAINE : enjeux et perceptions

Résumé : Cet article analyse le don des bâtiments communautaires par la Chine et l’Allemagne à l’Union Africaine comme un adjuvant de leur politique africaine. Mobilisant le constructivisme réflexiviste, l’analyse stratégico-symbolique ainsi que les techniques documentaires et vivantes, il démontre qu’en créant un sentiment communautaire entre Africains travaillant à Addis-Abeba, ces bâtiments sont des espaces au sein desquels les Africains adoptent des idées, valeurs et normes qui circulent entre les États et influencent leurs attitudes. Bien plus, l’on décèle d’autres motivations diplomatico-stratégiques de ces bâtiments intégrateurs dont les ambitions des donateurs sont de faire de l’Afrique un partenaire privilégié dans les relations internationales. Loin de faire l’unanimité, les dons des bâtiments engendrent des perceptions oscillant entre « dépendance », « business » et « vassalisation ».

Abstract : This article analyses the donation of community buildings by China and Germany to the African Union as part of their African policy. By mobilizing the Reflexivist Constructivism, Strategic and Symbolic analysis as well as the documentary techniques and interview, the work demonstrates that by creating a sens of community among Africans working in Addis Ababa, these buildings are spaces within which Africans adopt ideas, values, and norms that circulate between states and influence their attitudes. Moreover, there are other diplomatic-strategic motivations to these integrative buildings, whose donor ambitions are to make Africa a privileged partner in International Relations. Far from being unanimously accepted, the donations of the buildings generate perceptions oscillating between “dependence”, “business” and “vassalization”.
